individuals subsistence is dependent on the environment. The damage wreaked by a small farmer or even the hunter-gatherer can be tremendous when it is multiplied by that done by
thousands of others that share that subsistence pattern. Whether we like to admit it or not, poverty is a particularly unfortunate correlate with environmental degradation. Those that are
living from hand to mouth too often have little concern for how their struggle for existence impacts the environment. Consequently, effectively designed and implemented policies that are aimed at
the very poor can play a positive role in improving the environmental resource base on which they depend. Sub-Sahara Africa provides a particularly ready example of this contention.
The Sub-Sahara is characterized by a number of problems associated with poverty. The population of the Sub-Saharan is expanding at a rate of
4.3 percent annually (Etoh-Anzah, 2005)! It is no surprise that the region is troubled by a diversity of socio-economic, political and health problems that can be correlated with environmental
degradation (Etoh-Anzah, 2005). Most of the Sub-Saharan population lives in rural areas. In Zambia, for example 88 percent of the population is found in rural areas (Etoh-Anzah, 2005).
In Cameroon this number decreases to 71 percent but 87 percent of that rural population is impoverished (Etoh-Anzah, 2005). Their income is dependent on agricultural and forest
based activities (Etoh-Anzah, 2005). Etoh-Anzah (2005) contends that economic growth and development policies are critical in addressing the correlation between poverty and environmental degradation.
