to Van Hook (2000) environmental justice is "the fair treatment of people of all races, incomes and cultures with respect to the development, implementation and enforcement of environmental laws, regulations
and policies." Fair treatment implies that no singular person or group of people, should be forced to shoulder a disproportionate share of the negative environmental impacts of pollution or hazards
due to a lack of political, economic or educational strength. Environmental justice continues to be "the hottest topic in town," said Rafael Deleon, Environmental Protection Agency Associate General Counsel for
Civil Rights. While there are no easy answers to this complex problem, community involvement remains the best way to satisfy requirements of the environmental justice initiative. Residential Zones: We
