entrenched in international politics (Stearns et al., 2010, p218, Tilbury et al, 2002, p1). Agenda 21 which resulted from this summit identifies some of the most prominent environmental issues faced,
with many issues considered at a local level (Stearns et al., 2010, p218). The issues identified in this document are exhaustive and complex, which is in excess of 800 pages
in length (Stearns et al., 2010, p219). Problems such as land use, pollution and water and food security are all included. These issues may be seen initially at local levels,
but inevitably they are transnational, impacted and impacting across international boarders and resulted in an agreement which many nations signed to promote sustainable development (Tilbury et al, 2002, p2).
Pollution is an issue that has been established as a glboal issue for some time; in 1981 the space shuttle Columbia sent back measurements of CO2 concentration levels in the
air over Asia and Africa (Akimoto, 2003, p1716). These measurements clearly indicated the way actions in one country, whether emission from fossil fuels such as industrial outputs and combustion engines
or from the burning of biomass, would have a significant international impact confirming the theory pout forward by Crutzen in 1979, that residents of one country ay be harmed by
pollution generated by another (Akimoto, 2003, p1716). These initial early measurements of air pollution have been supported y subsequent studies that have expanded the list of pollutants as well as
many studies which have assessed different impacts (Akimoto, 2003, p1716). The impacts are wide, increasing cases of conditions such as asthma, as well as the longer term global impacts of
