However, there is not only a single piece of legislation that is relevant when seeking planning permission. This Act was added to with two other main statutes; National Parks and
Access to the Countryside Act 1949, and the Historic Buildings and Ancient Monuments Act 1953. However, today there are more than one hundred pieces of secondary legislation. This has been
due to increase population mobility, increase awareness of environmental issues and the need for different health and community needs to be recognised. Examples include the Planning (Listed Buildings and Conservation
Areas) Act 1990, the Planning (Hazardous Substances) Act 1990 and the Planning (Consequential Provisions) Act 1990. In addition to the legislation there are also the Planning Policy Guidance (PPGs)
which have been issued by the government on a regular basis. Paragraph 39 of the document states "The planning system regulates the development and use of land in the public
interest. The system as a whole, and the preparation of development plans in particular, is the most effective way of reconciling the demand for development and the protection of the
environment" As such this can be seen as an attempt to regulate and bring together the many different aspects of gaining planning permission. To consider the different tiers and
powers a planning permission application can be considered. There are certain developments which will be exempt from the requirement to gain planning permission. These "permitted developments" include common developments such
