economies. The scheme was one of the tools used to stimulate regeneration during the 1980s and later, with a total of 38 zones designated in this way (Planning, 2004). The
investment was encouraged with the provision of tax incentives and financial aid for companies that were thinking of investing. There appears to be a general consensus that enterprise zones met
many of the goals, providing jobs and income, a report by Sheffield Hallam University concluded that "Supporters firmly believe that factories and offices would not have been constructed in previously
depressed areas without the fiscal incentives provided in the zones" (quoted Planning, 2004). However, it is also argued that many of the new jobs created were not provided to the
population who had lost jobs with the due to the changing industrial infrastructure and saw the cost if the incentives as being too high for the level of
jobs created (Planning, 2004). The use of enterprise zones is still continuing but appears to be winding down, with each zone given
this status for ten year, the last zone losses this status in 2006 (Planning 2004), appearing to indicate that no new zones have been established since the Labour government came
to power in 1997. To consider the value of enterprise zones we need to look at their development purpose and how they worked in practice.
