individualized attention they require in order to retain the lesson; rather, they are often lumped together with other bilingual students and forced to adopt the "sink-or-swim" (Goldstein 463) method of
learning. This unstructured form of education poses a considerable problem for the foreign child who also has a compromised ability to learn the subject matter; indeed, what passes for
English language development is nothing more than slipshod schooling at the hands of lazy teachers. What often replaces the certified bilingual special education teacher for these children who require more
in-depth assistance with their English lessons is an inadequately trained substitute. Community volunteers, other bilingual classmates or bilingual staff are routinely called upon to teach the English as a
second language (ESL) child when they are not properly qualified on the manner in which to achieve desired results. Foreign children are often left to fall through the cracks
when it comes to becoming proficient in the English language, particularly when they are part of larger urban school districts (Goldstein 463). The United States population reflects a significant diversity
of nationalities, which speaks to the continual need for effective English instruction. Some of the inherent difficulties and challenges that face these immigrants are great. One of the
main obstacles in developing a strong language foundation is the fact that most of them are stranded within a community where their native tongue is the primary language, having the
