one year below grade level in reading and language and many are in special education. One of the problems is that teachers are not prepared to teach this population and
cannot always determine if a student has a learning disability or if the students problems are related solely to language. There are a variety of interventions and even programs that
can be implemented to help these student achieve. However, it must also be noted that this research and this problem has existed for more than thirty years. Perhaps after all
this time, we should be looking elsewhere for solutions. Instead, we continue to cover the same ground over and over again. Ortiz and colleagues (2006) provide a number of suggestions.
These include establishing a positive school climate which every teacher knows is essential for all students. They also mention clinical teaching (Ortiz et al., 2006), which was initially devised by
Madeleine Hunter. This includes ongoing assessment. Some schools have established teacher assistance teams which are intended to help regular education classroom teachers share issues and solutions (Ortiz et al., 2006).
It would be helpful if an expert in English Language Learning techniques were included on these teams. An effective ELL program must be comprised of numerous interdependent components. As Necochea
and Cline (2000) suggest, it must be a network that can best meet the students needs. It would seem that the first component must be giving teachers the knowledge and
tools they need to help these students achieve in the classroom. This gets left out of the equation in most schools. Necochea and Cline (2000) state training and development must
be ongoing. Resources must be allocated to the program, that includes teacher training, materials, time and planning. Ongoing assessment is essential to know if the program is working or not.
