One need only look so far as the Vietnam War to understand the difficult task of engaging Americans in a war they do not support. Interestingly, an official plan to cultivate involvement from the ground floor up already exists where the American people are concerned, having been unveiled at the wars beginning. The Citizen Preparedness in War on Terrorism Executive Order was presented in November 2001 as a way in which the American people could become more involved in the war that was going to uncover weapons of mass destruction, overturn Saddam Hussein and end the war on terrorism. While one of the three objectives was met, the other two missed the target in such a tremendous and detrimental way as to completely overshadow the others victory. The Task Force was meant to bolster the desire for Americans to volunteer their time and effort to support the war on terrorism by way of two primary points: 1. Prepare in their homes, neighborhoods, schools, places of worship, workplaces, and public places for the potential consequences of any possible terrorist attacks within the United States 2.
