electric industry restructuring in 1996, it was believed by many
that the deregulated industry would offer consumers a way to make
better choices and to have lower rates for their electrical and
utility services. The decision to deregulate is under fire in
California. That state has seen not only increasing rates but
also blackouts which have caused Governor Gray Davis to step in
and urge the California Public Utilities Commission to adjust its
rates. This chaos in California is being closely watched by
other states that are also experimenting with the deregulation of
the electric industry. The focus in this paper is on the states
of New York and California and the impact of energy deregulation.
