demand for energy; they are also already some of the largest importers of energy. For example, when looking only at oil, in 2008 Japan imported 5.033 billion barrels per day
(bbl/day), China imported 4.393 bbl/day and South Korea 3.075 bbl/day (CIA, 2011). These three countries were the worlds third, forth and fifth largest importers of oil. However, the area is
one here there is a weak history of regional cooperation in order to create energy security. The concept of energy security usually looks at the ability to sustain a
"reliable supply of energy at a reasonable price" (Andrews-Speed, 2003). Reliability can be considered in terms of the physical supply, where supply may be interrupted by global or local events,
which may be natural or political in their nature. When looking at the region, Japan has suffered as a result of the March 11th 2011 earthquake and subsequent tsunami, with
the subsequent damage to the Fukushima nuclear power plant which indicates one potential source of interruption. Another potential interruption has been seen with the political upheaval in the Middle East,
which is a major supplier of energy related importers to the area. Prices are subject to fluctuation and interruptions to supplies will drive up prices as well as the issues
of supply and demand (Nellis and Parket, 2006). With an entire area facing similar issues and threats, most of which are net importers of energy one may expect to
find some form of cooperation. It was proposed by Indonesias national oil company in 1975 that the members of the ASEAN should "form co-operation within the field of oil industry"
