of America, some have decided to instead revitalize struggling inner city neighborhoods. One method of revitalizing neighborhoods involves programs that address social problems. It is thought that if the drug
trade is minimized, teen pregnancy is discouraged and criminals are caught and rehabilitated, communities will begin to reap the economic rewards that America offers. But there is another way to
look at the problem. Neighborhoods can be cleaned up if they are in fact money making centers. The legislation that created empowerment zones had been passed by Congress at the
urging of the Clinton Administration ("Empowerment," 1999). The goal had always been to create "a new partnership between Washington and Americas communities - a partnership that recognizes the importance
of a bottom-up revitalization process where people can seize opportunities for themselves " (1999, p.PG). The creation of the empowerment zone changed the way the decaying neighborhoods of Americas
urban landscape was viewed. Suddenly, with a new attitude, people in once deteriorating areas were planting flowers, painting hallways and starting businesses. The sight of boarded up buildings in these
crime infested regions were to be a thing of the past. While the empowerment zone is in fact a good idea in theory, its implementation has been less than completely
successful. Reviews have been mixed. Some zones flourished while others did not and while some were justly criticized, voices had contended that the criticism was misplaced. In fact, some city
watchers had noted that the zones were doing well. They just needed more time. II. What is an Empowerment Zone? An empowerment zone is a designation that paves
