at issues of supply and demand. Where there is an economic boom and demand is very high, the demand may be higher than the supply. This means there are more
employers after the same staff, seeking to recruit them. If the staff are not on the market then employers will need to look to other employers with whom they will
need to compete to gain and then keep staff. To poach or attract staff they may offer higher wages, but may also seek to offer aspects that may be
valued, such as better working conditions or perks. They may also be aiming to have perks or benefits that will then stop the staff looking elsewhere or being open to
other offers. In poorer economic times there may still be problems in terms of retention. Theoretically it may be argued that with a shortage of position there is likely
to be an access of skilled labour (Nellis and Parker, 2000). However, this may not be the case, the labour may move elsewhere finding an alterative supply of work. It
is at times such as this that employer may seek to ensure they are maximising their resources. This means making the most of employees and looking for the best employees
to increase the value created, possible to make up for letting some employees go. The issue then becomes one of the most skilled staff. There will also be some
types of staff that may be more in demand in poor economic conditions where the goods or services are those that increase due to their suitably as substitutes for more
