development programs and to have a process that would better differentiate the high performers from the low performers. They chose the 360-degree feedback process. Our manager simply made the
announcement that employees would be involved in self-appraisal and in peer-appraisal. Each person was to be appraised on a different day and the forms were distributed to each employee on
those days. Instructions were to complete the form for the target person. These checklists were to be completed anonymously. There was a great deal of grumbling. Employees stated they were
not competent to evaluate someone else and furthermore, they did not want to do so and they did not want co-workers evaluating their performance, especially anonymously. Each employee also believed
they did a lot of tasks that others did not know about. They were told it was a mandate and to just do the best they could. The 360-feedback appraisal
process has gained a great deal of popularity over the last decade. It is being used as both a development tool and an evaluation tool (CustomInsight.com, n.d.). If used appropriately,
it can be very useful but there is always the possibility that one employee will rate another one low because they dont like the person. There was a lack
of communication with this change. There was no warning that the appraisal process was going to change. It was a decision made at some higher level of management. Subsequently, it
was learned that this manager was not involved in the decision, that he was also just told the change would happen. Human resources did provide a short training for managers
that basically explained the process and how to implement it. Managers were also told the goals for the new process. This manager did not share those goals with the department.
