are among pressing issues confronting both commercial airlines and governmental agencies. Airline safety is critical both for the obvious reasons of human health and welfare but also from the
perspective of company profitability and the economy overall. Unsafe airlines not only attract few customers, they put the customers they do attract at severe risk. Consequently, effectively structuring
airline safety programs is one of the most critical tasks facing the industry. Of the many concerns which we must address in such programs, terrorism and mechanical problems due
to faulty manufacturing processes are of paramount emphasis. Provisions must be put in place to allow us to know who and what is boarding our aircraft and being allowed
access to them as well provisions to insure that mechanical problems are not only detected but corrected. Relying wholly on the government to do either is inadequate.
Airlines are continually upgrading their fleets to provide safer, more economical and more efficient aircraft for their passengers. This creates a highly competitive industry
as airliners are increasingly more expensive to replace and the number of additional aircraft required per year is somewhat limited. Detailed attention to safety program design can not only
save lives but save airlines money. Safer airlines translate into a better economy overall, in fact. Powell et. al. (2001) emphasizes the economic significance of airlines with his
notation that the airlines, like the interstate highway system and the Internet, are crucial components of the economy and when they are not being used the economy is adversely impacted.
Terrorist activity is one of the most monumental threats to airline safety. Government and private industry alike recognize that fact.
