education in Britain has generally been divided into those institutions which are care-focused and those which are education-focused. The two types of setting have given rise to differences in such
elements as funding, programmes, staffing and inspection. However, in reviewing the development of elementary education in the UK, it is evident that both types can be seen as originating with
the work of Robert Owen, in the early nineteenth century.
Owen was an industrialist and a social reformer who saw that the provision of adequate child care and education was something which could be seen as having a number of
advantages to the community as a whole. For example, it was clear that if parents were assured that their children were safely and productively occupied, they would be more likely
to focus on their work, and this would increase industrial productivity.
Owen was aware that in order to maximise the efficiency of the workforce, it was necessary to regard the family as a unit: social reform which benefited children would
also be of benefit to their parents, and ultimately, to the economic growth of society as a whole. Education was not, therefore, seen as something which was isolated from other
community provision, but as an integral part of a broader perspective of social welfare.
