begins with a needs assessment to determine exactly what teachers know and what they need to learn to improve their expertise (Ediger, 1995). Ediger outlines ten things all staff
development programs need to do, such as "build morale of participants and thus increase energy levels for guiding optimal student progress" (Ediger, 1995, p. 192). Ediger also points out that
staff development programs "should stress meaning, purpose, high morale, provision for individual differences, interest, quality attitudes, goal attainment, acceptance, and respect for others, problem solving skills, and self-concept development by
participants" (1995, p. 192). Teachers often approach technology training programs with anxiety and trepidation, particularly if they have very little or no personal experience using high-tech tools. The trainer needs
to provide the same kind of learning environment for the teachers as the teacher is expected to provide for his or her own students. Bradshaws asserted that providing technology workshops
in isolation is not good enough (2002). Instead, technology training must include visioning, planning, and financing if it is to be successful (Bradshaw, 2002). A booklet published by the
Texas Center for Educational Technology provides a great deal of information on technology staff development ranging from types of training to what works and what doesnt (2002). The booklet points
out that technology is something many teachers do not want to use in their classrooms and they are not interested in learning how to use it (Texas Center for Educational
Technology, 2002). The purpose of staff development then is to not just train teachers in how to use technology but to eliminate their fears and help them gain a certain
