school, in the forefront" (2003). The effective principalship has been defined and described in a multitude of ways, such as whether or not instructional leadership was visible or how well
resources were managed or whether or not the environment was safe and conducive to learning (Wilmore and Thomas, 2001). Peterson and Kelley noted that principals have always needed to have
vast and diverse knowledge and skills to carry out a multitude of activities, including: * Providing instructional leadership (Peterson and Kelley, 2001, p. 8). * Supervising and evaluating staff (Peterson
and Kelley, 2001, p. 8). * Monitoring student achievement (Peterson and Kelley, 2001, p. 8). Blas? and Blas? conducted a study of 809 teachers from different grade levels and in
different geographic regions of the nation (2001). The purpose was to determine how teachers defined effective leadership, what made an effective instructional leader in their minds (Blas? and Blas?, 2001).
The results showed that effective school leaders in terms of instructional leadership listen to teachers and offer feedback and suggestions to improve instruction (Blas? and Blas?, 2001). They encourage professional
growth and help teachers reflect on what they are doing and what they can do better (Blas? and Blas?, 2001). Rosenthal reports another list for the administrative leader: * They
must have clear instructional goals for the school and they must measure achievement against these goals (Rosenthal, 2003). * They foster collaboration among staff and between the school and the
