These students do, after all, have the same right to a free and appropriate education as do mainstream students. The purpose of educating these students, and any student in fact, is to equip them to ultimately take their place in the world as contributing adults. This task, of course, primarily falls to the classroom teacher. The importance of early and effective planning in designing classroom policies with that task in mind cannot be overemphasized. Laws, court decisions, and legislation pertaining to the rights of people with special needs are quite extensive. Even those pertaining to the educational arena can be almost overwhelming in their number and complexity. Applications range from addressing the needs of individuals with physical or mental disabilities to addressing the needs of individuals with specific cultural characteristics which make special educational provisions a necessity. Effective classroom policies designed to achieve higher level learning for mentally challenged students must be designed with such laws and decisions in mind. At the same time, there is considerable leeway in designing classroom policy. The focus of these policies should not be limited to meeting the letter of the law but rather on meeting legal requirements while benefiting the student to the maximum degree possible. Higher learning for the mentally disabled student should be geared towards ultimately easing that student from the educational arena and into mainstream life.
