the goals of families to socialize their children to be law-abiding citizens and establish stable domestic routines (Jarrett, Jefferson and Kelly, 2010). Research links neighborhood influences to opportunities, life
outcomes, and individual development. Children who grow up in high poverty neighborhoods are socially isolated from the mainstream networks, labor markets and norms that are associated with increased opportunity for
other groups (Zuberi, 2010). The dramatic rise in urban poverty levels that have occurred over the last several decades has prompted researchers to investigate the nature of neighborhood contexts,
particularly in regards to the nature of low-income African American neighborhoods and their influence on families (Jarrett, Jefferson and Kelly, 2010). In order to explain the influence of "compositional, social,
institutional and normative" characteristics of poor, inner-city neighborhoods, researchers have developed "macro-level neighborhood=effects models" (Jarrett, Jefferson and Kelly, 2010, p. 299). Low-income residents of impoverished neighborhoods compete with their neighbors
for scarce resources, which generates distrust between neighbors and prevent social bonding. This means that family interactions with neighbors are devoid of positive content and residents are unable to form
social networks that can be used to achieve collective goals (Jarrett, Jefferson and Kelly, 2010). This fact results in negative effects on the development of children, as the influence
of family and neighborhood environment has been shown to have a significant effect on youth behavior (Whitaker, et al, 2012). Housing mobility programs provide a possible solution to this
