policy makers have recognized that motivational strategies, training, educator support and mentoring can all play a positive role in maintaining populations of quality educators in school districts nationwide. In
fact, factors like motivation, support, satisfaction and retention have been viewed as interconnected, and research suggests that specific programs, including state mentoring programs, can reduce turnover rates.
Beginning in 1996, the New Jersey Board of Education implemented a strategic plan for educational policy making (NJBE, 2005). Within this strategic plan was
a method for viewing state-level goals in educational practices, professional development, and teacher preparation, all of which were viewed as influencing factors on educator retention (NJBE, 2005). Though this
type of strategic plan has been revised a number of times (in New Jersey in 2000 and 2003), the adoption of this strategic plan in a final state in February
of 2003 suggests a focus on methods for addressing retention rates. Retention rates are often influenced by issues like motivation, workplace satisfaction,
and training. As a result, the Comprehensive Review of Code, developed from the Comprehensive Educational Improvement and Financing Act of New Jersey, demonstrated a method for implementing assessments of
educator performance (NJBE, 2005). The plan called for educators to implement strategies supporting exemplary educational practices, as well as support teacher preparation and professional development as a part of
the States educational directives (NJBE, 2005). New Jersey is just one of a number of states focusing on the issue of retention in educator populations and developing strategies for
