no agreed-upon set of standards for principals but there are a variety of lists and suggestions. Research Purpose The purpose of this study was to evaluate three factors
related to principal evaluation and performance. The three purposes were: to determine what degree of emphasis is placed on the behaviors of leadership and management behaviors of school principals; to
investigate the congruence between principal evaluation instruments and attributes of instructional leadership; and to explore the congruence between principal evaluation instruments with state and professional standards. The study is important
insofar as different agencies and associations have competing interests, making it more difficult for principals to succeed. For example, state departments of education mandate certain standards in curriculum and performance
but the public may be more interested in violence. The authors provide a three-pronged framework for evaluating principals. Firs, the evaluation should be fair and equitable. Second, principal performance
should be based on what they are supposed to do. Third, evaluations instruments should complement the expectations found in both state and professional standards. Design This
was a unique study in that it was both quantitative and qualitative. The study included 132 school districts in Virginia. The core methodology was content analysis. The focus of principal
evaluation instruments was explored to determine its emphasis. This evaluation determined how often certain concepts are included in the instruments. The qualitative component considered the meaning of the text. This
