Hobbs (2006) explains that the term technology to those who work in the field may mean "a systematic approach to solving problems through scientific, or technological means." When researching the terms, one will find a number of definitions of educational and instructional technology, although, there seems to be a trend towards using the term instructional technology when referring to things like computers and electronic software (Hobbs, 2006). Technology as used in schools dates at least to the 1920s and 1930s with radio broadcasting, sound recordings and the advance from silent to sound movies (University of Georgia, 2008). It was the beginning of the audio-visual era and would subsequently be referred to as the "audiovisual instruction movement" (University of Georgia, 2008). For the first half of the 1940s, there was a focus on military training needs (University of Texas, 2008). The military suddenly had thousands of new recruits they needed to train quickly and they turned to using audio-visual equipment, specifically films (University of Texas, 2008). The Division of Visuals Aids for War Training within the U.S. Office of Education that produced over 450 training films and more than 430 silent filmstrips for military personnel between 1941 and 1945 (University of Texas, 2008). This technology was soon adopted in public school classrooms. However, two decades earlier, in 1925, Pressey developed what he called a testing machine and B.F. Skinners theory of reinforcement was soon embedded in the machine, resulting in Programmed Instruction (University of Texas, 2008). This machine was used in schools at least as late as the 1980s.
