of progress. Scoppio (2002) reported trends in three geographic regions, California, U.S.A., England, UK, and Ontario, Canada, and reported the driving forces for educational reform in these regions was economic
globalization. In each area, schools were being pressured to improve student progress in order to improve the nations ability to compete in the global economy (Scoppio, 2002). This investigator also
reported that politicians were focusing on "greater autonomy and accountability of schools" (Scoppio, 2002, p. 130). The situation most educational leaders in the world face today reminds this writer of
chaordic leadership models because policies and regulations increase the number of decision makers at local levels. That term was coined a long time ago by Dee Hock because he could
not find any existing word that accurately described the type of organization that was emerging (Hock, 1998). The educational system, then and now, is faced with conflicting goals and objectives
demanded by policy-makers, to achieve excellence while ensuring egalitarianism (Hock, 1998). Hock (1998) stated that when this situation exists, the leaders goal is to achieve balance and harmony. He also
stated: "In chaordic systems, order emerges. Structure evolves. Life is recognizable pattern within infinite diversity" (Durrance, 1997, p. 24). Two factors in leadership seem to take a central role in
achieving this harmony and balance and in meeting the various regulations. These are communication and decision making. It was already reported that policy-makers are requiring more stakeholders to be involved
