Japan currently is working to place some of its special education students into regular classrooms in a partial inclusion effort. Funding, Administration and Organization
Prefectures and municipalities are involved in administration of education in the local area, but the educational system overall is centrally controlled at the level of the national government.
Education oversight is provided by the Ministry of Education, Culture, Sports, Science and Technology (MEXT). There are many private schools in Japan; both public and private schools are accountable
to the central government for curriculum and achieving general education goals. The central government provides all funding for Japans public schools. Local
government entities (prefectures and municipalities) can add to the budgets of local schools, but the baseline budget is determined at the national level. When writing his own paper, the
student should note in that paper that MEXT designs curriculum; dictates administration; creates policy; and enforces policy. Organization of the education system is
similar to the US in that it consists of elementary, secondary and university levels. Elementary includes grades 1 - 6; lower secondary covers grades 7 - 9; upper secondary
holds grades 10 - 12. Formal education is compulsory only for grades 1 - 9, but most students choose to attend upper secondary - i.e., high school.
