classes will seek to reflect their own values, so this is also present (Bourdieu, 1973). The models of success in countries such as Ireland and Germany have a great deal
of influence from IT. However, as Zhang (2000) noted with reference to the political system that the adoption does not have to emulate the way in which the same approaches
are being adopted internationally, the same lessons and outcomes may be achieved with different perspectives and approaches, as seen with the concept of communal democracy rather than western democracy (Hu,
2004). There is also the argument from Hu that modern does not have to mean western. China has a long and complex history with entrench culture, which are evolving,
and the need for change has been recognised. The question is the way in which the lessons ma be transferred to the educational system with the system meeting the needs
of China and its future economic an commercial needs as well as the cultural needs. China has joined the World Trade Organisation, there is an increased movement into the
world markets and the political development are opening up the boarders. It is projected that China will become the next major economic power and could create the next dominant power
in a global hegemony. To achieve this position there is the requirement for all the resources to be in place to realise this. The resources include human skills and knowledge.
