are able to secure scholarships. For the rest, they have to muddle through life, hope for the best and will never be able to get into the best firms and
organizations that those who are shielded by the educational elite are able. Assuming that the absence of hereditary privileges is apparent, it has been necessary for the American Founders to
craft what Madison had referred to as the "inventions of prudence" in order to supply the place of accidents of history ( Schaub, , 1999). The U.S. Constitution however
does not contain a provision for governmental involvement in respect to civic or moral education (1999). Still, education in general had been comprehended to be key to both
economic and political independence and one could say that the whole question regarding civic and moral education became even more complex as the purpose of education went from reverential to
liberationist (1999). Still, there seems to be buried within the educational paradigm that supports public education, but only applauds private education, an elitist attitude. If one gets through public school
and makes something of himself and becomes well known, that is some feat. Yet, the people are told that equality in education is paramount in the United States. The reality
is not this state at all. Since the 1930s, American adult education has increased without an articulated philosophy and the majority of adult educators have not
