In other countries, such as the UK, policies have been less overt, but have still been in place, with tools such as literacy hour in the primary schools and the key stage development measures. These may be seen as creating equality by the use of inclusion policies and the default position where all students are treated according to their needs, with extra tuition available for all who need it irrespective of race. In most policies there maybe allowances that racial minorities may need bore help to attain the same levels, but the phrasing and approaches area with equality in mind rather than specific ethnic policies. In the UK in the 1980s the Swann Report (1985) studied the difference in terms of achievement by ethnic background. There were some large differences for example, although many Asian schoolchildren would do as well, or nearly as well as white children, they had a lower level of university attendance. However the Banlideshi community saw poorer result and the West Indians performed to the lowest level (quoted Haralambos and Holborn, 2000). The need to create equality and the policies out in place to create equality may be seen in the Forth National Survey of Ethnic Minorities undertaken by the Policy Studies Institute found the gaps were lessening (Modood et al, 1997). This saw some minorities ahead of the white majority, with Chinese, African Asian and Indians gaining better qualifications whilst the Bangladeshis along with the Caribbeans and Pakistanis were below the whites level (Modood et al, 1997).
