The actual areas for attention are three leading components of the economy. They are Social Security, Medicare and halting any further blurring of the lines of boundary between the public and private sectors in business. It is the last area that needs first attention, for it directly affects the future of both Social Security and Medicare. General Economy The federal government must cease to be the private sectors first-choice lender. There are vehicles in the private sector that are well equipped for dealing with situations such as that in which the former "big three" automakers find themselves now, the most serious of which is Chapter 11 bankruptcy. This tool allows businesses to remain in operation as they reorganize to become more competitive; most businesses emerge from Chapter 11 operating in a much more sustainable manner. The US airline industry offers a recent lesson in how truly beneficial Chapter 11 can be. Founded in 1971 and known for its rabid cost-consciousness and sound management, Southwest Airlines leading claim to fame has been that as every other large airline hemorrhaged money and had to enter bankruptcy to stay in business, Southwest has never had a losing year. It had a loss in the third quarter of 2008, the first in 17 years (Pae, 2008). Southwest no longer has the industrys lowest operating costs.
