for a number of reasons. It is certainly not the case that the concepts of asylum and economic migration are new: for centuries, groups and individuals have travelled from one
country to another in order to escape persecution in their homeland or because they are seeking more positive socio-economic opportunities in other areas. Consequently, there have been corresponding changes in
policy and national legislation to deal with periods when such migration has been seen as potentially detrimental to the host countries, whether this is a genuine fear or one founded
in xenophobia and an over-emphasis on national isolation.
One might ask, therefore, why the issue has become such a pressing one in recent years, and what changes have taken place on both a global and European level for
the "refugee question" to have such prominence in political debate. From a global perspective, it is evident that since the end of the Second World War there have been social,
political and economic changes taking place with the objective of establishing greater equality between first and third world nations, and reducing trade barriers and restrictions. Whether or not these have
been successful (there have been severe criticisms of the GATT treaties, the WTO and the IMF/ World Bank in the latter part of the twentieth century) the fact remains that
increasing globalisation was the overall result, and these changes have been augmented by the advent of new technologies which allowed instantaneous electronic communication and the growth of e-commerce.
