in some nations, the military is a force to reckon with and that newly emerging governments cannot take control easily. The author does emphasize the information about reforms but admits
that it is not easy to see the results of it just yet (Frank, 2005). That said, it seems that the biggest flaw in this article is the fact that
the author paints a bright picture, when in reality, North Korea is anything but happy. Of course, everyone is entitled to their opinion, but while North Korea is perhaps heading
in the right direction, the past few years have been shaky at best. Frank (2005) also talks about economic shocks and how things had changed during the mid-1990s. Indeed, this
was the time of the Asian economic crisis and certainly North Korea took a hit. All of the nations in the region had problems. Of course, economics is central to
the authors argument. Reform is outlined and the intentions of the reformers are noted as distortion in pricing, the reduction of the gap between free and state market prices, the
rising of attractiveness for farmers instead of selling on the markets, a benefit to the elite, the reward of labor relative to productivity, and a few other things (Frank, 2005).
It seems that the author makes a good case for reform and also supports the idea of going from a closed society to one where there is economic potential. In
fact, reform is a positive force in North Koreas history. However, while the author does support much of what has been done in North Korea, the article is a bit
