Barry Weingast looks to American history to see just what the bases for stability were during the decades before the Civil War (Downing, 2000). Stability is something that seemed to
rest on internal balance in addition to a political standoff between North and South (2000). This is something that would keep the national government rather weak and somewhat insignificant
(2000). The balance had been maintained by allowing one slave state for each of the free ones (2000). One can see that the support of slavery by the South
created a divide. During the decades before 1860, there seemed to be several central issues regarding the balance which included the federal development in terms of the economic infrastructure, protective
tariffs, and federal banking controls (Downing, 2000). The distribution of public land in addition to slavery were other important issues (2000). All things considered, the issues would represent a
potential change in terms of political life in America and would affect the direction of national policy (2000). Owing to the Souths majorities in terms of the Senate and the
