history, particularly European history, a tradition of liberalism may be seen. This brand of liberalism was somewhat different than how it is thought of today. Liberalism is nothing
new to Europe. There was a rising commercial spirit much earlier on and republican ideas of liberty and civic virtue actually inspired the American Revolution ("The Liberal," 1998). In fact
there was a nascent liberalism in mid-17th-century England along with an emerging commercial society (1998). While todays political liberal ideologies are well known, what is meant by the concept of
liberalism in general? How does it differ throughout time and from nation to nation? Leonard Trelawney Hobhouse (1994) wrote the book Liberalism and Other Writings. The elements of liberalism, according
to that work, is essentially what liberty is. One premise that is brought up by Hobhouse is that the theorist believes that government intervention into the market can actually
enhance liberty. This notion of course is quite liberal in every sense of the word. Government intervention is a key premise in the liberal ideology. In looking at the concept
of liberty, and Hobhouses work in particular, a great deal of liberal thought crops up. It is important to realize that there are various ideas within liberalism itself. Hobhouses work
is well known but it is important to explore a variety of positions. The liberalism in the early part of the nineteenth century was quite different than liberalism as it
