Optimized outcome for children with special needs is dependent on early assessment and appropriate intervention.
It is critical to note, however, that there are vast differences in assessment methodologies and their effectiveness. Because the behavior and performance of special needs children can vary more
radically within certain settings and situations than can those of the more normally developing child, it is critical that multiple assessments be made and care be taken in choosing which
information is most reflective of the childs special needs and circumstances. Early assessment for special needs children allows more time for effective intervention.
Effectively assessing very young children, however, can be a complex proposal. Indeed, standardized assessment is one of the more controversial topics in the contemporary educational system. Shepard
(1994) contends, in fact, that in the past the testing of four, five, and six year olds "has been excessive and inappropriate"(206).
Critics of standardized assessment in the educational arena frequently point out that preparing students for the tests takes up too much of classroom time, classroom time
