protect the earth from the suns harmful ultraviolet rays. In major cities, inner cores are decaying, while suburbs are experiencing their own sprawl - miles after miles of strip malls
and shopping centers, while less and less room is being dedicated to parks or fields. Multiply these problems by the fact that
governments around the world have their own rules and regulations for coping with environmental disaster, and none seems to agree with the other. The formation of the European Union (EU)
during the early 1990s is proof of this - although documentation and legislation about the environment has been issued, it seems as though the union is no closer to a
cleaner, greener nation or sustainability than it was just a decade ago. Things are changing, albeit very slightly. There are programs
within the EU that are attempting to bring governments and citizens together in an attempt to rectify environmental problems and concerns among all member nations, as well as among those
nations that arent members. Still, there is a long path from issuance to compliance. This paper will examine some of what is
