are a number of interrelated issues involved in this hypothetical case regarding European law, especially with reference to the applicability of EU law to individual citizens in the UK, and
the way in which European directives can be applied to the member states of the European community. For instance, in order to assess whether or not Imran and Jennys particular
situation comes within the parameters of EC Directive 14/98, and whether they would be able to receive financial help for the alterations to their house through either the domestic courts
or the ECJ, it would be necessary to consider how European law is enacted in member states, whether it is relevant or not that this particular directive has not yet
been transposed into British law, and what steps Imran and Jenny would have to take through the legal system in order to make use of the terms of the directive.
It is, therefore, useful to look firstly at the relationship between European and
domestic law, the extent to which the former supersedes the latter, and the role of domestic courts in implementing European legislation. One of the major purposes of European social policy
as enacted in the various Directives is to establish coherent and common policies across the Community. Given the cultural and economic diversity of the member states, this is not always
an easy task. Directive 14/98 illustrates well some of the aims of such policies, as well as both their negative and positive qualities.
