in light of the September 11, 2001 attacks on the World Trade Center Towers and the Pentagon. The U.S. is also attempting to take out Sadaam Hussein, dictator of Iraq,
for fears that if we dont do something first, he will. And these days, in order to get what he wants, U.S. President George Bush is putting pressure on the
United Nations to approve of any U.S. action in the war against terror. Yet even before the horror of 9-11, the U.N.
didnt want to wage war - rather its goal was to keep the peace throughout the world through its peacekeeping operations (PKOS). The theory behind these operations was noble -
it was thought that a peacekeeping force made up of personnel from U.N.-member nations could come together to keep control, rescue and rehabilitate various areas of the globe. Yet according
to Dennis Jett in his book Why Peacekeeping Fails (2000, New York, NY - Palgrave), the United Nations is the last organization that should be taking on peacekeeping duties around
the world. Jett, a former U.S. ambassador to Mozambique, as well as working for close to three decades as an officer in
the foreign service, originally wrote the book as a dissertation for his Ph.D. in International Relations from the University of Witwaterstrand in Johannesburg, South Africa. And the reason that his
dissertation was on this particular topic was to provide an objective point of view for the operations. He had plenty to write about, having had a bystanders seat to the
U.N.s peacekeeping missions in Mozambique. Jetts belief is that while PKOS sounds wonderful on paper, in reality, it has been - and continues to be - doomed to failure.
