Agency (EPA) is charged with protecting all aspects of the macroenvironment, including not only land, but also water and air. The U.S. Geological Survey measures high-level effects; the U.S.
Army Corps of Engineers often are involved in civilian water management issues. EPA is directly involved in active protection of the land. Brief History
EPA officially came into being on December 2, 1970 (Lewis, 1985). Rachel Carlsons Silent Spring had been published in 1962 with great effect in raising awareness of
the need for environmental stewardship. The nations industrial areas were in dire condition; a fire in 1969 provided visible impetus for the creation of EPA. Though the Cuyahoga
River had burned at least twice before (in 1936 and again in 1952), its largest fire in 1969 gained national attention and led to the then still-future Clean Water Act
and Great Lakes Water Quality Agreement (Cuyahoga River Area of Concern, 2007). Prior to that legislation, as the Cuyahoga passed through Cleveland to empty into Lake Erie it was
treated essentially as the sewer and industrial dump of northeast Ohio (Cuyahoga River Area of Concern, 2007). At the time, Lake Erie was regarded as being dead already; the
Cuyahoga was a direct contributor. The new EPA would be given the power to establish environmental protection standards as it provided assistance and
recommended new national policies to the President of the country. It also would be charged with conducting environmental research (Lewis, 1985). EPAs Land Protection
