We can trace back the U.S. "official" involvement in trying to develop a comprehensive and national environmental policy to the passage of NEPA, or the National
Environmental Policy Act, in 19691. The purpose of the act was (and continues to be) to work on national policy that would support conservation and provide an understanding of ecological
systems and human impact on them2. One outgrowth of NEPA has been the concept of non-attainment areas. There are two definitions to
this. The first is that this is an area for which any pollutant exceeds air quality guidelines as set forward by the National Ambient Air Quality Standards3. Non-attainment area is
also a geographic region in the United States that is designated by the Environmental Protection Agency (EPA) as an area in which transportation-related pollutants are controlled4.
In the meantime, "limits to growth" can mean two things - it either means, literally, putting limits on growth. Or it refers to a book released
during the early 1970s that predicated that if growth was left unchecked and resource depletion continued unchanged, the "limits to growth" on the planet would be reached within a century5.
The result, the book noted, would be "a rather sudden and uncontrollable decline in both population and industrial capacity"6. Whats interesting is that this didnt really stop the use of
resources or growth - and the current situation is that were fast passing the limits in which we can delay with anything pertaining to natural resources, their use, or their
