of a terrorist attack, it actually did happen in 2009. During September 2009, federal agents arrested Hosam Maher Husein Smadi following an aborted attempt to blow up a downtown Dallas
skyscraper (Timms, 2009). Though the FBI sting came down before anything happened (with the help of local Dallas law enforcement officials), the point here is that the citys ERP would
have kicked into place to deal with the dangers of a blown-up skyscraper. However, there are threats other than potential terrorist bombs that
