committees have requested that costs of operations needs to be decreased. Whats a state department of corrections director to do? Nagananthan (2010) in
his article about HVAC for prisons, points out that corrections facilities arent really "facilities" perse; rather, theyre more like small towns. As such, he points out, each operational aspect needs
to be carefully examined to help streamline efficiencies and to eliminate waste (Naganatha, 2010). Though prison privatization has been introduced as a potential solution, the results on this have been
mixed, at best (Culp, 2011). The solution here, therefore, is to place a business focus to boost operational efficiencies in correctional institutions
(Roden, 2000). Shelton et al (2011), for example, suggest that "green" prisons; ones that reduce energy and water use by even 5 percent, can help reduce costs. Rather than spending
$1,000 per inmate, the authors note, the facility can save this amount, which can then be dedicated to meeting staffing and other security needs (Shelton et al, 2011).
The authors also stress the need for training human capital - in other words, training personnel at corrections facilities as well as job training
for offenders. Shelton et al use as examples Washington States Department of Corrections composting program as an example of job training for inmates. In terms of upfront costs, Shelton and
his colleagues point out that in the area of sustainability, third-party financiers, such as energy service companies, can provide some help in this area.
