idea of framing with the way in which the struggle for food was portrayed by the media. Discussion Most Americans are probably no longer thinking about the horrific damage left
by Hurricane Katrina, but the city of New Orleans is still largely a ghost town, with many parts still uninhabitable. The Bush administration has been accused, with what seems like
adequate justification, of failing to care about the city because its largely black. Among the many disgraceful acts this administration has perpetrated, one of the most shameful is allowing a
major American city to die-particularly as there is money available to help it. We are currently spending over one billion dollars per week in Iraq. If the administration would send
that money south for a few weeks the city could be repaired. The federal response to this disaster has left many residents angry and frustrated, and an additional frustration has
been added by the way in which the media has portrayed some of the black residents of New Orleans. In his book, one of the concepts that Dyson presents is
"framing." He argues that "framing" is done by choosing a particular viewpoint or "frame" to put around an incident so that the audience looks at it in a certain way-the
way the media wants them to perceive it. In this case, the media has used this device to portray blacks in New Orleans who were hunting for food as lawless,
violent looters while whites were merely doing what they had to do to survive (Dyson, 2006). Dyson compares the captions of two photos to illustrate the way in which this
framing device works. The first photo is of a young black man with food in both hands, struggling through the flood waters (Dyson, 2007). The caption reads, "A young man
