1. Introduction The decision to run the state of Dubai as Dubai Inc. has resulted in an
efficient country where government and commerce have developed hand in had, and with an economy where state interests and commercial practices overlap to such a great degree this may be
seen as a clever strategic move. If we consider the way in which this may be seen at different strategic levels the plan and the implementation of the plan
