are human problems. People who get into trouble with these substances need help, not censure. This paper describes some of the specifics of treatment programs including referral mechanisms and follow-up
care. Discussion There are a number of ways for someone to come into the treatment phase of these illnesses, including simply asking for help. But we concentrate here on referral
mechanisms; i.e., referrals from others to treatment programs. They come from court orders, mental health facilities, and NTP directories. Referrals via court orders: When substance abusers are brought to
court, judges sometimes order them into drug or alcohol rehabilitation programs; this is court-ordered treatment, also known as "coerced treatment" (Law and policy: Court-ordered treatment from drugs, alcohol, and tobacco,
2006; hereafter "Law and policy, 2006"). The idea of having a judge order the person into treatment is based on the theory that substance abusers lack internal control or the
necessary restraint to stop on their own; an external stimulus is needed, and that is the court order (Law and policy, 2006). With regard to the criminal justice system, the
thinking is that getting people into treatment so that they will remain drug-free will help reduce the crime rate (Law and policy, 2006). One important aspect of court-ordered treatment is
"a program called Treatment Accountability for Safer Communities (TASC). TASC helps link local, community efforts to deal with substance abuse offenders with the larger drug-abuse treatment system" (Law and policy,
