system is doing its job or a way to try to control youth. Many after all see using drugs as a victimless crimes and something that the government has no
business in. While the utilization of illegal drugs is a crime, there are other aspects of drug use which are pertinent to an analysis of criminality. That is, what is
the role of mind altering drugs in terms of the commission of crimes? Are people more likely to commit murder or get into a fight while under the influence of
a drug? To some, the answer is obvious. Yes. Everyone knows someone who gets violent or restless while drinking or drugging. But in a scientific evaluation of the problem one
might want to narrow the attention to a particular aspect in order to find a broader conclusion in the long run. The thesis of this paper is that the recidivism
rate of juveniles who had committed crimes while on mind-altering drugs is higher than the rate for juveniles who committed crimes where mind altering drugs played no part.
Before delving into proving the thesis, looking at relevant literature and statistics, it is important to look at drug use and its effects on behavior. After all, the thesis is
dependent on the assumption that indeed the fact that drugs alter the mind is significant. Some discussion on the effect of mind altering chemicals on criminal behavior in particular is
certainly relevant. Some geneticists have argued that altered brain chemistry may in fact explain violent criminal behavior ("Bad genes," 1995) . In a discussion on behavior being affected by
