sex offenders having ongoing problems. Between twenty and fifty percent have been victims of physical abuse themselves, while forty to eighty percent have experienced sexual abuse at the hands
of another. "There are many misconceptions about sexual offenses, sexual offense victims, and sex offenders in our society. Much has been learned about these behaviors and populations in
the past decade and this information is being used to develop more effective criminal justice interventions throughout the country" (WASPC, 2000). II. PROBLEMS INHERENT TO DRUG TESTING One of
