it is part of the New York Metropolitan Area (NCCHA, 1998). The percentage of racial and ethnic minorities, as well as immigrant populations, have historically been low in Nassau County;
however, the last twenty years have witnessed an increase in these populations (NCCHA, 1998). Due to this trend, Oceanside, which is part of Hempstead Township, is part of seven zip
code communities in New York State have exhibited health statistics that are worse the remainder of the county, as well as frequently being worse than the statistics for New York
State overall, due to the higher proportion of low income residents (NCCHA, 1998). Statistics on drug and alcohol abuse for the county suggest that substance abuse is particularly prevalent among
adolescents (NCCHA, 1998). Drug and alcohol youth offenses reached a peak for Oceanside in 1994 with a rate of ten offenses for every 1,000 residents, with the rate declining to
six by 1997 (Souzzi, et al, 2000). Total youth offenses in 1997 for Oceanside totaled 155 (Souzzi, et al, 2000). Research data suggests that substance abuse begins during adolescence (NCCHA,
1998). In 1998, there were 9,463 substance abusers known to the Nassau County Department of Drug and Alcohol and, of these, 58 percent indicate that they began using drugs and/or
alcohol prior to being 20 years of age and most of these individuals state (47 percent) state that they began substance abuse with alcohol (NCCHA, 1998). All too often,
alcohol abuse begins as it did for "Maria," a ninth grade Oceanside High School student, who was offered her first alcoholic beverage on a trip to Bermuda with her mothers
