Definitions clash in two important ways. First, strongly held views divide the treatment community on whether abstinence from illicit drug use is necessary. One position holds that successful treatment is
synonymous with total abstinence from illicit drugs. The other position holds that treatment is successful if it ends clients dependence on drugs. Continued, moderate drug use is accepted for those
clients able to gain control over their drug use and prevent it from interfering with their daily functioning. Definitions of effectiveness also differ in the number
of behaviors they measure. The most common view of effectiveness judges treatment by its ability to reduce the two behaviors most responsible for societys strong reaction against drug abuse: illicit
drug use and criminal activity. Others argue that a broader definition of effectiveness is necessary to describe treatment accurately. Advocates of the broader definition believe that treatment should not be
considered effective if it can only demonstrate reductions in drug use and illegal activity, since these changes are likely to dissipate rapidly unless clients undergo additional changes. Returning clients who
have completed treatment to their previous drug using environment, it is argued, subjects them to the same social and economic forces that contributed to their drug use. According to this
view, sustained changes occur -2- only when clients are willing and able to survive and prosper in new environments. To do so, clients must first develop the necessary
employment, social, and other skills. Broad definitions of effectiveness usually include: (1) drug abuse, (2) illegal activities, (3) employment, (4) length of stay in treatment, (5) social functioning, (6) intrapersonal
