process. "Dresden, which embodies the best of Germany - past, present, and future - was twice destroyed: once by the 1945 air raid and again by the inhumane urban
planning and faceless architecture imposed by the Communist regime. But Dresden was also twice reborn: once by even rising from the ashes and restoring some of its architectural heritage
and, in 1989, because of its role in bringing freedom, democracy, self respect, and self-confidence to East Germany" (Dornberg, 1995, p. PG). The quest to pull together what was
once the city of Dresden, which necessitated two separate occasions, earned its people the ability to pull together even in the bleakest of times. The move toward urbanization, however,
was not as comprehensive as the citys inhabitants would have liked, inasmuch as East Germany was quite noticeably lacking the technological advancements of motorization possessed by its West German counterpart,
a difference that afforded West Germany a significantly more extensive and advantageous process of urbanization. While the obvious absence of motorization precluded any tremendous urban development, the construction of
public housing actually proved to aid the situation by way of being concentrated within each citys boundaries. This may have represented a positive element in the overall mission, but
when the value of old housing made city officials mandate reconstruction and preservation as a way to safeguard Dresdens urban history, such far ranging plans were "very rarely carried out
close to the original: in the majority of projects specially produced, prefabricated templates with an historical appearance were used in most renewal projects" (Dietz et al, no date). An
