a May 2009 article published online on United Press International News Track, Dr. Thomas R. Frieden is interviewed in regard to his views on smoking and the policies he is
implementing to protect public health. Dr. Frieden has a long history of fighting for public health. At the time of the interview he was New York Citys Health
Commissioner. Since that time, however, he has been appointed to head up the Center for Disease Control. His appointment is right in step with the Obama administrations plans
to more heavily regulate the tobacco industry, regulation that will in part impose the use color graphics on cigarette packages to shock consumers into the realization that smoking really is
a ticket to all sorts of diseases and a shortened life (Garber, 2009). Like Obama, Frieden believes that the governments priority should be the health of American citizens, not
the pocketbook of the tobacco industry. Friedens fight against smoking has resulted in a number of highly controversial yet highly effective
programs in New York City. Today New York City has the lowest percentage (15.8%) of smokers than it has ever had since records have been made (United Press International,
2009). This is down from 21.5% in 2002 (United Press International, 2009). Since 2002 alone the city has 350,000 fewer smokers (United Press International, 2009)! One reason is
the innovative Nicotine Patch and Gum Program that Frieden implemented (United Press International, 2009). The citys one million adult smokers can receive the therapeutic nicotine replacements at no cost
simply by requesting it (United Press International, 2009). In the interview, Frieden confided that an estimated 30,000 smokers took advantage of the program in 2008 alone (United Press
