something that has been essentially on and off for years in many ways, and has recently started to resurface in relationship to mending problems and conflicts. The following paper examines
some of the issues or various elements of the Doha Agreement. Doha Agreement The Present Situation: The present situation appears to
be one wherein the issues are being brought back to the board, so to speak, with great hopes of resolving the past problems that have left the Doho Agreement essentially
idle. In light of this information, most of the issues or conflicts are ones that have been around for a few year, and perhaps in times to come will ultimately
be resolved. As one individual involved, Director-General Pascal Lamy, states, "Since the beginning of the year, we have witnessed a number of developments, starting with an increasing level of political
engagement and clear signals of renewed commitment to a successful conclusion of the Round" (WTO, 2007). From this one can see that efforts are being made perhaps, but from a
realistic standpoint it could also be seen as nothing more than political speak that ultimately says nothing about the truth of the conflicts or resolutions. As such one could well
argue that attempts are being renewed to iron out differences but that nothing new is truly taking place. Blocking Issues: Considering that there are as many as 142 countries
involved in the Doho Agreement one can well imagine that there are far more issues that are blocking advancement than could possibly be contained herein (Arnold, 2001). One author notes
that, as of one particular time, there were "Around 100 implementation issues...raised in the lead-up to the Doha Ministerial Conference" (Doha Development Agenda: Negotiations, implementation and development, 2007). However, there
